
Navigating China's Low Altitude Economy: Drone Market Insights and Opportunities
Simon Ritterband, founder and Managing Director of Moonrock Insurance, recently returned from an eye-opening trip to China to explore the dynamics of the UAV (Unmanned Aerial Vehicle) market. What he discovered was a landscape rich in technological innovation and regulatory pragmatism—an environment ripe with opportunity for forward-thinking insurers and technology providers.
My journey to China to engage with drone manufacturers and insurers was nothing short of enlightening. It underscored the immense potential of the drone industry, which experts estimate could reach an insurable value of USD500 billion by 2035.
Over the course of a week, I met with a host of brilliant individuals and innovators. The trip spanned several strategic locations and I was pleased that Martin Jackson, Aviation Class Leader at Apollo, was able to join the trip and share some of his invaluable aviation industry knowledge and experience with our new Chinese friends and witness the scope of the opportunity in the region.
We started our journey in Hong Kong and continued through Shenzhen, Beijing, and Guangzhou. Each city offered a unique lens into China’s drone ecosystem, revealing a sophisticated integration of technology that balances innovation with practical application.
Key meetings with aviation specialists, regulatory bodies such as the Aircraft Owners and Pilots Association (AOPA), state, national/local insurers, and leading manufacturers such as XAG, highlighted a cohesive national strategy for drone technology development.
One of the most striking observations was the Chinese government’s support for what is now commonly referred to as the “low altitude economy.” This includes drones, drone deliveries, agricultural spraying, air taxis, and more. China clearly sees unmanned aerial technology as critical infrastructure for societal advancement. This perspective is enabling proactive technological deployment, with a strong emphasis on delivering tangible social and economic benefits.
Contrary to some assumptions, Chinese drone operations align closely with global safety and regulatory standards across sectors; from surveying and inspection to swarm displays and emergency services. However, China distinguishes itself through a more pragmatic regulatory environment and a willingness to accept calculated risks in pursuit of technological progress.
The agricultural sector offers a compelling example. While the UK enforces strict training requirements for agricultural drone operators – currently, only AutoSpray Systems is authorised to train – China has adopted a more flexible model. Farmers are not required to undergo extensive training to use drones for crop inspection or spraying.
This approach, while not without risk, has enabled broader market penetration in agriculture. It doesn’t imply a disregard for safety; although there have been drone-related losses, the government is willing to underwrite these risks as part of a broader cultural integration of drone technology. The Chinese government supports this approach, allowing farmers to learn and adapt over time.
Growth Potential

The Chinese drone insurance market holds significant promise. Current liability coverage typically hovers around USD100,000, which is far below the UK’s mandatory GBP1 million. This disparity presents an opportunity for international insurers offering advanced risk management solutions.
Moonrock’s ‘innovation consortium facility’ which was launched in April 2025, has the ability to provide up to USD100 million in third-party liability and USD22.5 million in hull levels and this attracted considerable interest from Chinese insurers and reinsurers. This signals a growing appetite for sophisticated international insurance products and expanded coverage limits.
Beyond Visual Line of Sight (BVLOS): The Next Frontier

China’s approach to BVLOS operations is particularly strategic. Rather than immediately pursuing passenger drone transport, the focus is on cargo delivery. By proving the safety and efficiency of heavy cargo operations, China aims to lay the groundwork for future passenger drone technologies.
In Hong Kong, for instance, experts are exploring drone-based cargo delivery between Hong Kong and mainland China and visa versa. Given the massive volume of haulage between the two regions, drone deliveries are being positioned as a key component of decarbonization efforts. Legal frameworks and airspace access are being developed, and I fully expect cargo drone operations to commence soon.
Early commercial BVLOS operations are already active, particularly in semi-urban and rural areas. The government’s risk-reward calculus strongly favours innovation, viewing potential incidents as acceptable trade-offs for broader societal gains.
China’s regulatory model contrasts sharply with Western frameworks. The population’s general comfort with government oversight and tracking facilitates more streamlined technological deployment. While this may seem restrictive from a Western perspective, it actually accelerates innovation by minimising bureaucratic hurdles.
Future Collaboration?

The trip revealed a significant opportunity for the drone industry in China. Our exploratory mission marks a pioneering step toward bridging this gap, with early discussions already yielding results and business agreements.
The UAV specialists and capacity providers we met were enthusiastic about increased collaboration and eager to explore how UK expertise could support sector growth.
China’s drone market is more than an opportunity – it’s a strategic imperative for forward-looking technology and insurance providers. The combination of government backing, technological ambition, and pragmatic risk management creates a uniquely attractive ecosystem.
For those willing to understand and adapt to this distinctive market, the rewards are substantial. The projected USD500 billion insurable market by 2035 is not just a financial milestone – it’s an invitation to be part of a transformative technological revolution.
